Pope Released Mugshot Records
Minnesota law defines a booking photograph as an image taken by law enforcement for identification during booking. Under Minnesota Statutes §13.82, subdivision 26, that photograph is public data unless an agency temporarily withholds it because access would adversely affect an active investigation. Public status does not require an agency to build an online gallery. Inspection or a direct copy request can remain the only official access route.
Release does not erase the original booking event. Yet the photo must be read with the case disposition, sentence, and current custody record. An arrest image does not show whether a charge was dismissed, whether the person was convicted, whether a record was later sealed, or whether the person is still in custody. Pope County court records supply that context.
A county booking image and an MN DOC identifying image are also different records. Douglas County Jail may maintain the booking photo for a Pope-origin arrest housed there. MN DOC may display an institutional identifying image for a person committed to state corrections. Use the image that corresponds to the custody episode being verified.
Where Pope Booking Photos Appear
The official channels vary by custodian. Research found no Pope County released-mugshot feed and no verified sheriff app with Pope or Douglas release photos. The accessible Douglas current roster did not visibly show a booking image. A records request is therefore the most direct official path for the county booking photograph.

Commercial mugshot and roster publishers are not authoritative. Their records can be stale, mismatched, or stripped of the disposition. No commercial mugshot, data-broker, or pay-to-remove source is linked here. An official source should be used whenever possible.
Pope Roster Photo Limits
Pope County's sheriff pages do not provide a long-term jail roster or released-photo gallery. The Douglas County current roster is locally relevant because its arresting-agency field can identify Pope County bookings. It reports current custody data. A released person normally drops off rather than moving to a Pope 24-hour or 72-hour photo archive.
The roster image shows why the arresting-agency field is useful, while also illustrating that the reviewed interface is not a released-mugshot gallery. A current match helps identify Douglas as the likely holder of the booking record.
No official Pope or Douglas sheriff mobile app offering Pope recent releases or mugshots was verified. Minnesota VINE has a mobile app, but it is a statewide county-jail custody and notification channel rather than a sheriff photo gallery. Do not substitute a similarly named unofficial jail app.

Request a Pope Booking Photo
Send the request to the agency that maintains the image. For a Pope arrest booked at Douglas County Jail, use the Douglas County data-practices channel. Ask Pope County through its data-practices page for any Pope-created booking image or transport record. Each custodian can only provide data it keeps.
- Identify the person with legal name, spelling variants, birth information when appropriate, approximate booking date, arresting agency, and case or booking number.
- Ask for the original existing electronic booking photograph under §13.82, subdivision 26. Specify the custody episode.
- When the holding agency is unclear, request the public Pope transport fields showing when, by whom, and where the person was taken.
- Request inspection first if cost matters and ask for an itemized estimate before paid copies.
- If the image is withheld, ask for the statutory basis and whether the withholding is temporary due to an active investigation.
- Pair the image with the Pope County court disposition so the arrest record is not mistaken for the final case result.
Pope County's adopted 2026 fee schedule lists a four-by-four sheriff photograph at $2 and reports at $0.25 per page, with other provisions for larger requests. Those schedule entries are not a guaranteed quote for every data request. Minnesota law generally allows inspection of public data without charge, while authorized actual costs may apply to copies. Ask for the current estimate.
No guaranteed Pope or Douglas turnaround was found. Minnesota law calls for access in an appropriate and prompt manner and within a reasonable time, but review, redaction, and workload affect delivery.
Pope DOC and News Images
A state-prison image belongs to a different custody record. The MN DOC public viewer may show an identifying image for someone who remains under DOC jurisdiction, including a person released from prison but still supervised. It does not cover most county-jail-only bookings, and a fully discharged person may no longer appear. Compare the DOC ID, status, offense, and court file before using the result.
Official Pope County or sheriff notices may include an event-specific image. Local news may reproduce an official photo. Neither source is systematic. Publication can lag later court action, and a story image does not establish present custody. Use MCRO's register of actions and filed orders for the disposition, then use the agency record for the source image.
Third-party mugshot and data sites may also retain copies. They are a category readers may encounter, not a verified source. Do not treat a removal demand, an old caption, or continued publication as proof that an official agency still publishes the photo. Contact the original government custodian about its record and the publisher about a separate copy.
Note: A news photograph and a jail booking photograph may depict the same person but remain records with different sources and context.
Pope Mugshots and Expungement
Minnesota chapter 609A governs criminal-record expungement. An order can seal court and specified agency records within its scope. It does not mean that every record was physically destroyed or that every copy held outside government control disappeared. Automatic and petition routes differ, and eligibility or waiting periods can depend on the case and final discharge date.
When MCRO returns no name result, do not assume expungement. Pending criminal and traffic matters without a conviction can be limited in remote defendant-name searches. A case may also be sealed, outside remote access, entered under another name, or found only by case number or citation. No Minnesota anti-pay-to-remove statute specifically aimed at mugshot websites was identified in the official statutes reviewed. That finding is not legal advice. Paying a private removal service does not alter the underlying agency or court record. A person challenging data about themselves may use Pope County's data-subject procedure for an accuracy or completeness challenge, but that process does not rewrite an accurate court disposition.
FCRA restriction: Pope County Released Inmates is not a consumer reporting agency under the Fair Credit Reporting Act. Mugshot data cannot be used for credit, employment, tenant, insurance, or any other FCRA-regulated purpose. Official records may be incomplete or outdated, so verify them with the government office that created them.
Why Pope Mugshots Are Request-Only
Pope County illustrates the difference between a public record and proactive online publication. Minnesota expressly classifies an adult booking photograph as public, subject to the active-investigation limit. Yet no verified Pope released-mugshot gallery exists, and the reviewed Douglas current roster did not visibly display a photo. The statutory request path supplies access without requiring either sheriff to publish a release gallery.
The agency holding the image still matters. Douglas is the likely custodian for a photo created during a Douglas County Jail booking. Pope may hold a separate arrest image or transport data. If the person moved to MN DOC, the DOC image is not a substitute for the county booking photograph. Ask for the exact record from the exact custodian.
Temporary withholding must be tied to the statutory active-investigation concern. A requester can ask the agency to cite the basis and state whether the limit remains temporary. Juvenile records, protected identities, and other nonpublic corrections data follow different rules and should not be requested as if the adult booking-photo provision made a full file public.
Question: Does a public photo prove present custody? No. Only a current custody record or later release record answers that question.
Correct Pope Mugshot Data
A person seeking to challenge Pope County data about themselves has a separate data-subject route. The county policy describes a written request, identity proof for access to private data about oneself, free inspection, and a challenge to accuracy or completeness. It states that Pope County will respond immediately when possible or within ten business days. This process can address inaccurate or incomplete county data. It does not authorize alteration of a correct booking image or court disposition.
Send a correction issue to the agency that created the disputed record. A Douglas booking photograph should be addressed with Douglas County, while Pope-created arrest or transport data belongs with Pope County. A court record is handled through the Judicial Branch, and an MN DOC image or status belongs with corrections. Keeping those custodians separate avoids asking one office to change another agency's record.
